vaccine hesitant

We are aware of the anti-vaxxers and the threat that their campaigns may pose to the community when the vaccine becomes available.  If too many people believe the nonsense that they spout, we may not get a sufficient number of people vaccinated to protect the community.  But the other group are the vaccine hesitant.  These are the people who are always worried about taking vaccines, even if they go ahead and do it eventually, because they fear a bad reaction.  In the case of a new vaccine their concern is justified.  The COVID-19 vaccines are being produced at such speed that the normal period of testing, sometimes amounting to years, undertaken so as to be completely sure that there are no bad consequences, has been curtailed.  In these circumstances it is understandable that some people will hesitate to take part in the vaccine program when it eventuates.
